How a student screenplay and the Patty Hearst kidnapping birthed a Dirty Harry classic
In short: The Enforcer, the third Dirty Harry film, emerged from an unlikely origin: a script written by two film students inspired by the 1974 Patty Hearst kidnapping. Though intended as the series finale, the 1976 action-thriller became a massive commercial success, redefining the franchise while introducing a groundbreaking female partner for Callahan.
The film’s path to production was unconventional. Two San Francisco-area students, Gail Morgan Hickman and S.W. Schurr, penned a script titled Moving Target, featuring a militant group modeled after the Symbionese Liberation Army. Clint Eastwood saw potential in their concept, particularly the inclusion of a priest with militant leanings. While Warner Bros. had commissioned a separate script from veteran screenwriter Stirling Silliphant, Eastwood merged the projects, eventually bringing in Dean Riesner to refine the action-heavy narrative.
Casting the role of Inspector Kate Moore proved difficult, as Tyne Daly initially rejected the part three times. She expressed concerns regarding the character's treatment and the professional risks of an on-the-job romance. Ultimately, Daly was granted significant creative leeway, resulting in a performance that earned critical acclaim and arguably overshadowed Eastwood’s own. Critics noted that the film successfully moved away from the 'glamour girl' trope, portraying a relationship built on earned mutual respect rather than conventional Hollywood romance.
Production was marked by a shift in leadership. Eastwood, who had intended to direct, handed the reins to his longtime assistant, James Fargo, due to scheduling conflicts with The Outlaw Josey Wales. The resulting film, released in December 1976, grossed over $46 million in the United States and Canada, making it the most profitable entry in the series for seven years. Despite mixed contemporary reviews—ranging from praise for its humor to criticism of its violence—the film remains a pivotal moment in the Dirty Harry saga, serving as the bridge between the original trilogy and the series' later resurrection with 1983’s Sudden Impact.
