From prison cell to transnational crime: the rise of Niño Guerrero
In short: How does a single prisoner transform a local gang into a global criminal enterprise? Hector Rusthenford Guerrero Flores, known as Niño Guerrero, orchestrated the expansion of Tren de Aragua from a Venezuelan prison into a transnational organization controlling gold mines, drug corridors, and clandestine border crossings.
Guerrero spearheaded the significant growth of Tren de Aragua, which first began as a group of inmates within Venezuela's Aragua state prison. While incarcerated at the Tocorón Prison, Guerrero moved beyond the initial scope of extorting inmates and bribing guards. He successfully assumed overall control of the Tocorón facility, using it as a base to project power outward into the broader Venezuelan landscape.
The organization's reach expanded into diverse illicit sectors. Guerrero secured control over gold mines in Bolivar State and established dominance over drug corridors along the Caribbean coast. Furthermore, the group gained control over several clandestine border crossings between Venezuela and Colombia. This expansion was fueled by the migratory exodus caused by Venezuela's economic crisis, which the group exploited to drive its operations internationally.
Guerrero's criminal trajectory is marked by repeated captures and escapes. He was first caught in 2010 in Maracay for trafficking drugs and stolen goods, escaped in 2012, and was recaptured in 2013. In 2015, he was again captured in Maracay, where he reportedly claimed he wanted to 'beautify' neighborhoods and protect youth from drugs. Despite being sentenced to 17 years in 2018 for crimes including homicide and drug trafficking, he managed to escape the Tocorón prison in 2023 before being reported killed in a joint U.S.-Venezuela operation in June 2026.
The U.S. Department of State has designated Tren de Aragua as a transnational criminal organization. Because of the severity of these crimes, the government has offered rewards totaling up to $12,000,000 for the arrest and conviction of the group's leaders, with a specific reward of up to $5,000,000 for Guerrero himself.
