Canada's rail backbone faces a high-speed transformation to slash travel times

In short: The Quebec City–Windsor Corridor carries 95% of Via Rail's ridership, yet it currently shares tracks with heavy freight and local commuters. A massive shift toward dedicated high-frequency rail aims to decouple these services, potentially cutting transit times by nearly two hours while boosting reliability.

The Quebec City–Windsor Corridor is the economic artery of Canada's rail network, generating 81% of Via Rail's revenue. Currently, the service operates on a complex web of shared infrastructure. For instance, commuter agencies like GO Transit and Exo share tracks with long-distance trains in regions surrounding Toronto and Montreal. This congestion creates a bottleneck where passenger reliability is hampered by competition with freight traffic, which currently limits service reliability to approximately 67 percent.

To address these constraints, the federal government announced plans in July 2021 for a 'high-frequency rail' (HFR) corridor between Toronto and Quebec City. This project, expected to cost between $6 billion and $12 billion, aims to move trains at speeds up to 200 km/h on dedicated passenger tracks. By removing the need to share lanes with freight, officials estimate that service reliability could jump to 95 percent. Furthermore, the plan intends to electrify 90 percent of the route.

The project has since evolved into an even more ambitious 'full high-speed rail' initiative known as Alto. Confirmed in October 2024, this system will feature fully grade-separated tracks capable of reaching speeds up to 300 km/h (186 mph). The goal is a radical reduction in travel time—projected at 90 minutes for routes like Ottawa to Toronto—effectively attempting to mirror the efficiency of European high-speed networks like the French TGV.
