How a single name on a government list can freeze global wealth
In short: Being placed on the Specially Designated Nationals and Blocked Persons List is a modern form of financial exile. It doesn't just seize assets; it effectively deletes an individual or entity from the global banking system, making international trade and personal finance nearly impossible.
To manage sanctions, the U.S. employs a key instrument known as the Specially Designated Nationals (SDN) list. This registry falls under the jurisdiction of the Office of Foreign Assets Control (OFAC) within the Treasury. It targets terrorists, international criminals like drug traffickers, and officials from governments deemed enemies of the United States. When an entity or person is added to this list, their U.S. assets are immediately blocked. Because most global banks use automated screening systems that include the SDN database, being listed makes it extremely difficult for these individuals to open accounts, transfer money, or hold property internationally.
The reach of these sanctions extends far beyond simple asset seizure. Under the USA PATRIOT Act, authorities can punish any party—regardless of their own listing status—that aids those on the SDN in activities like drug smuggling, terrorism, or illegal military actions. Furthermore, U.S. persons and entities are prohibited from doing business with blacklisted parties. This includes a specific ban on investing in the stock of companies where a blacklisted individual holds a controlling interest, as well as a ban on new debt securities with a maturity exceeding 90 days.
The list is vast, containing tens of thousands of entries representing almost every country. It has been used to target high-ranking officials from Belarus, China, and Hong Kong, as well as Russian and Crimean companies following the 2014 annexation of Crimea. While OFAC manages the SDN list, other agencies maintain separate lists—such as the Denied Parties List for export restrictions or Debarred Persons Lists—to ensure that sanctioned entities cannot export goods from or receive exports to the United States.
