The oldest continuous English-speaking representative assembly in the Americas
In short: Before the United States was a nation, Virginia was already perfecting the art of representative democracy. The House of Delegates isn't just a modern legislative body; it is a living artifact of colonial history, maintaining a continuous lineage of governance that predates the American Revolution.
The Virginia House of Delegates serves as the modern successor to the House of Burgesses, which first convened at Jamestown in 1619. Consequently, it stands as the Americas' longest-running representative assembly using the English language. Although the New World's initial elected legislature was the House of Burgesses, that group operated for 57 years until October 1776 saw its replacement by the House of Delegates.
The physical seat of power has evolved alongside the institution. For over two centuries, the House has met in the Virginia State Capitol, a structure designed by Thomas Jefferson in 1788. While the body originally met in Williamsburg before 1788, it moved to Richmond to occupy the Old House Chamber. This room, measuring 76 feet in width, still preserves furnishings and bronze and marble busts of historic figures like George Mason and Patrick Henry.
In the modern era, the House operates under specific constitutional and structural rules. It consists of between 90 and 100 members, with 100 districts currently electing one member each. The Speaker of the House, elected from among the members, serves as the most powerful figure in the chamber. The body also maintains a complex leadership structure including majority and minority whips, caucus chairs, and various committee chairs to manage the legislative process.
The institution has seen significant shifts in power and governance. Republicans held the majority from 1999 until 2019, when Democrats regained control. More recently, in November 2020, voters approved a constitutional amendment to remove redistricting authority from the General Assembly, moving that power to a 16-member commission of lawmakers and non-lawmaker citizens to ensure more balanced map creation.
