In short: In 1931, a bloody gang war concluded, leading to the creation of the Five Families. By establishing a governing board to mediate disputes, the mob transitioned from chaotic, violent infighting to a structured criminal syndicate that dominated American organized crime for decades before federal laws triggered its slow, steady decline.

The Five Families—Bonanno, Colombo, Gambino, Genovese, and Lucchese—emerged from the ashes of the Castellammarese War, a violent conflict between two factions led by Giuseppe Masseria and Salvatore Maranzano. Masseria represented the old-world leadership, while younger mobsters like Lucky Luciano sought to modernize operations by abandoning rigid, traditionalist norms. After Luciano orchestrated Masseria's assassination in April 1931, Maranzano reorganized the city's gangs into five distinct families, each with defined territories and a clear hierarchy.

Maranzano initially declared himself the supreme leader, or boss of all bosses, but his ambition was short-lived. By September 1931, Luciano had him killed to seize control. Rather than claiming the title for himself, Luciano abolished it to prevent further internal strife. He established the Commission, a board of directors comprising the heads of the Five Families, the Chicago Outfit, and the Buffalo family. This body served to mediate conflicts and maintain order, ushering in a period of unprecedented expansion into rackets like labor union control, loan sharking, and narcotics.

The Mafia's dominance remained largely hidden until 1963, when Joseph Valachi testified at congressional hearings, publicly revealing the existence and structure of the families. However, the organization's power began to wane significantly following the 1970 enactment of the Racketeer Influenced and Corrupt Organizations (RICO) Act. This legislation allowed prosecutors to dismantle entire criminal hierarchies. The resulting convictions and the increasing tendency of members to turn into government informants severely weakened the families, marking the end of their peak influence.
