In short: Mohammad Ali Jafari, a former civil engineering student turned military strategist, led the Iranian Revolutionary Guard Corps for over a decade. Known for his technical approach to warfare, he transformed Iran's defensive doctrine by integrating lessons from the Iran-Iraq War into a sophisticated, mobile mosaic defense strategy.

Born in Yazd in 1957, Mohammad Ali Jafari’s trajectory shifted from civil construction studies at Tehran University to the frontlines of the Iran–Iraq War. His early military experience with the Basij and later as a commander of operative battlefields in the south and west provided the foundation for his later strategic work. By the 1990s, he had returned to academia to complete his degree, subsequently teaching at the War University of the Revolutionary Guards and heading a strategic research center tasked with mapping new defensive doctrines.

Jafari’s tenure as commander-in-chief of the IRGC, which lasted from 2007 to 2019, was defined by his focus on asymmetric warfare. He argued that to counter an enemy with superior technology or numbers, Iran should adopt tactics similar to those used by Hezbollah during the 2006 conflict with Israel. This approach, which he termed the 'mosaic defence strategy,' emphasizes mobile-defensive operations that leverage Iran’s unique terrain. His strategic outlook was also heavily informed by observations of U.S. military engagements in Afghanistan and Iraq.

Beyond his role as a strategist, Jafari was a central figure in the internal and external political operations of the Iranian state. He oversaw the IRGC Intelligence Organization, which was implicated in various crackdowns on journalists, activists, and social media users. Internationally, his leadership coincided with significant regional involvement, including the provision of rocket technology to Hamas and support for the Syrian regime during its suppression of protesters. These actions led to multiple rounds of international sanctions, including those imposed by the European Union, the UK, and the United States under President Barack Obama in 2010.
