In short: In the 1960s, Quebec underwent a rapid, state-led transformation known as the Quiet Revolution. By dismantling the Catholic Church’s control over education and social services, and nationalizing its electricity industry, the province shifted from a conservative, rural-focused society into a modern, secular, and economically assertive power within Canada.

Before 1960, Quebec was dominated by the Union Nationale party, which had held power since 1944. Under the leadership of Maurice Duplessis, the province maintained a conservative ideology that prioritized traditional values and allowed the Catholic Church to exert significant control over public life, particularly in education and social welfare. By the late 1950s, this approach appeared increasingly anachronistic to a society that was already highly industrialized and urban.

The turning point arrived with the election of June 22, 1960, when the Liberal Party, led by Jean Lesage, campaigned on the slogan 'It’s time for a change.' Once in power, the Lesage administration launched an aggressive reform agenda. They established a public hospital network, created new ministries for cultural affairs, and lowered the voting age from 21 to 18. Central to this era was the philosophy of 'Maîtres chez nous'—masters in our own house—which sought to reclaim economic control from foreign interests.

The most iconic achievement of this period was the nationalization of private electricity companies in 1963, which transformed Hydro-Québec into one of North America’s largest Crown Corporations. This move allowed francophones to work entirely in French and develop technical and managerial expertise. Simultaneously, the 1964 Parent Report paved the way for a unified, secular, and democratic school system, effectively ending the Church's long-standing monopoly on education. These reforms not only modernized the province but also fueled a rising nationalist consciousness that redefined Quebec’s relationship with the rest of Canada.
