How a career police officer became the most powerful leader in modern Vietnam
In short: Tô Lâm rose from the ranks of the security apparatus to become Vietnam's supreme leader. By leveraging his control over the anti-corruption campaign, he consolidated power, streamlined the national bureaucracy, and assumed the dual roles of General Secretary and President, fundamentally reshaping the nation's traditional model of collective leadership.
Born in 1957 in Hưng Yên province, Tô Lâm spent over four decades within Vietnam's public security forces. A graduate of the People's Security Academy, he climbed the hierarchy to become Minister of Public Security in 2016. During this tenure, he became a central figure in the 'Blazing Furnace' anti-corruption campaign, a massive purge initiated by his predecessor, Nguyễn Phú Trọng. By directing the police and managing sensitive intelligence, Lâm effectively neutralized political rivals while positioning himself as the indispensable enforcer of party discipline.
Lâm's ascent to the pinnacle of power accelerated in 2024. Following the resignation of President Võ Văn Thưởng and the death of General Secretary Nguyễn Phú Trọng, Lâm was elected to lead the Communist Party of Vietnam in August 2024. By April 2026, he held both the party's top position and the presidency, effectively ending the long-standing practice of collective leadership in favor of a more centralized command structure. His influence is not merely political; he has actively pursued radical administrative restructuring, including the dissolution of various general departments and the potential merger of provinces.
His career has not been without controversy. In 2021, a video showing him dining on gold-coated beef at a luxury restaurant in London triggered significant public backlash, particularly as it occurred during the COVID-19 pandemic. The state’s response—which included blocking social media hashtags and arresting a noodle vendor who parodied the event—highlighted the regime's sensitivity to public image. Despite such scandals, Lâm has successfully leveraged his security background to implement sweeping reforms, including a major push for national digital transformation and the streamlining of the military and judicial apparatuses, cementing his status as the supreme leader of the state.
