Was Caligula truly a mad tyrant, or just a victim of bad press?

Was Caligula Really the Worst Roman Emperor? | With Professor Mary Beard · 59:26 · Video: History Hit · Watch at the source

In short: Caligula remains history's ultimate symbol of imperial depravity, famous for his alleged madness and cruelty. Yet, modern historians suggest his reputation may be more tabloid fiction than historical fact. By re-examining the political pressures of his reign, we can separate the man from the myth of the monster.

Born Gaius Julius Caesar Germanicus, Caligula was the son of the celebrated general Germanicus. After his father died, he spent his youth in exile before becoming the third Roman emperor at age 24 in 37 A.D. Initially, he was viewed as a charming and capable leader, but his reign quickly devolved into a period defined by political instability, excess, and brutal purges of his perceived enemies in the Senate.

The traditional narrative of Caligula as a deranged, mentally ill ruler rests largely on accounts from historians like Suetonius and Cassius Dio. Professor Anthony A. Barrett argues that these writers functioned more like tabloid journalists than objective chroniclers, often relying on hearsay from the emperor's political rivals. For instance, the infamous story of Caligula attempting to make his horse, Incitatus, a consul is likely a misinterpreted act of political mockery directed at a Senate he deemed incompetent, rather than a sign of clinical insanity.

Barrett posits that Caligula was likely sane, which makes his actions more chilling: they were the calculated, strategic choices of a man wielding absolute power without the necessary political training. While he certainly engaged in cruelty and extreme behavior, such as demanding divine status—a practice common in Roman colonies but not necessarily in Italy—much of his legend may be exaggerated. By stripping away the sensationalism, we find a leader who struggled under the immense administrative burdens of the empire, eventually succumbing to the corrupting influence of total, unchecked authority.
