Beyond the invasion: The economic and political motives behind Saddam's Kuwaiti conquest
On August 2, 1990, Iraqi armored divisions crossed into Kuwait, beginning a conflict that would reshape the post-Cold War era. While the military takeover was swift, the underlying drivers were a complex web of debt, oil disputes, and a hunger for regional dominance.
The invasion of Kuwait was not merely a sudden act of aggression but the culmination of escalating tensions throughout the summer of 1990. On July 17, Saddam Hussein used televised broadcasts to launch verbal attacks against Kuwait and the United Arab Emirates, accusing them of violating OPEC oil export quotas. This was followed by allegations that Kuwait was siphoning oil from the Al-Rumaylah oil field, a resource that straddles the border between the two nations. Despite diplomatic efforts in Jeddah, Saudi Arabia, which collapsed on August 1, the invasion proceeded hours later.
Saddam Hussein’s objectives were multi-layered. Primarily, the occupation aimed to secure Kuwait’s significant oil reserves and erase a substantial debt that Iraq owed to the Kuwaiti state. Beyond these economic pressures, the move was designed to expand Iraq's influence and power throughout the Persian Gulf region. To provide a veneer of legitimacy, Iraq established the Provisional Free Government of Kuwait on August 8, attempting to frame the invasion as a liberation of Kuwaitis opposed to the ruling Ṣabāḥ dynasty.
The military reality was far more brutal than the political rhetoric suggested. Although Saddam had personally assured Egyptian President Hosni Mubarak that force would be avoided, Iraqi forces conquered the country in days. The resistance was brief but intense; active combat lasted approximately 14 hours, resulting in an estimated 4,200 Kuwaiti deaths. By August 28, the occupation had reached its peak of annexation, with Saddam declaring Kuwait the 19th province of Iraq and reconfiguring regional borders to include key islands and oil-rich territories.
