How a 1964 invention bridged the gap for telephone communication
In short: Before the smartphone, how could someone who is deaf or speech-disabled participate in a voice call? The answer lies in Telecommunications Relay Services, a vital system of intermediaries that ensures functional equality across the telephone network, from local calls to international connections.
Telecommunications Relay Services (TRS) function by using intermediaries—known as communications assistants (CAs), relay operators, or automated speech recognition—to facilitate calls between individuals with disabilities and hearing users. Under Title IV of the Americans with Disabilities Act, the Federal Communications Commission (FCC) is responsible for ensuring these services are available. This mandate covers all 50 U.S. states, the District of Columbia, Puerto Rico, and other U.S. territories, providing access to local, long-distance, and international communication.
The technology has evolved significantly since the 1964 invention of the first teletypewriter (TTY) by deaf scientist Robert Weitbrecht. While early services relied on TTY devices, modern TRS has expanded to include laptops, mobile phones, and real-time text technology. Specialized call types like Voice Carry Over (VCO) allow users who can speak to use their own voices while receiving typed responses, whereas Hearing Carry Over (HCO) allows those with speech disabilities to listen to the voice of the other party.
For the user, the service is designed to be cost-effective; there is no direct cost to users, as providers are compensated through state or federal funds. While some services, such as Relay UK, operate 24/7 and charge only standard telecommunications rates, the duration of text-based calls can sometimes lead to requests for refunds from providers if the call exceeds standard timeframes. This infrastructure remains a cornerstone of accessibility, ensuring that essential tasks like banking or booking taxis remain possible for everyone.
