How a 1992 California Senate race made history for women in American politics
In short: In November 1992, California held a unique special election that reshaped the U.S. Senate. By electing Dianne Feinstein to fill an unexpired term, the state achieved a historic milestone: the first time two women simultaneously represented the same state in the Senate, marking a significant shift in national political representation.
The 1992 special election was triggered by the resignation of Republican Pete Wilson, who had vacated his Senate seat to become the Governor of California after winning the 1990 gubernatorial race. Wilson had previously defeated Dianne Feinstein in that 1990 contest. To fill the vacancy, Wilson appointed John Seymour, a Republican, to serve as the incumbent Senator starting in January 1991.
The subsequent special election, held on November 3, 1992, pitted Seymour against Feinstein, the former Mayor of San Francisco. Feinstein secured the Democratic nomination by defeating Gray Davis, while Seymour won the Republican primary against William E. Dannemeyer. Feinstein ultimately defeated Seymour, winning the right to complete the remainder of Wilson's unexpired term. Because this was a special election to fill an existing vacancy, Feinstein was able to take office almost immediately, being sworn in on November 4, 1992.
This election was notable for its timing relative to the regular Senate election held on the same day, which saw Barbara Boxer elected to the Senate. Because Feinstein took her seat in November, she gained seniority over Boxer, whose term did not officially commence until the new session of Congress began in January 1993. This dual victory marked the first time in history that two women served as Senators from the same state simultaneously. As of April 2026, following the death of John Seymour, this special election remains the most recent U.S. Senate election in any state where both major party nominees are deceased.
