South Africa prepares for a pivotal municipal election amidst rising coalition politics
In short: On 4 November 2026, South Africans will head to the polls to elect councils across nine provinces. With 620 parties competing for 10,526 seats, the outcome will test new legislative frameworks designed to stabilize increasingly common multi-party coalitions at the local level.
The 2026 municipal elections represent a critical juncture for South African local governance. Following the formation of the Government of National Unity in 2024, these elections will be the first held under that political landscape. As the fifth term of local government concludes on 1 November 2026, the nation faces a complex electoral landscape where multi-party coalitions have become significantly more frequent, though often unstable due to factionalism and motions of no confidence. This transition follows the end of the fifth term of local government. The elections will be organised by the Electoral Commission, an independent body established under the Constitution.
To address these challenges, the national government introduced the Local Government: Municipal Structures Amendment Bill (B23-2026). Approved by Cabinet on 29 July 2026 and introduced to Parliament on 18 August 2026, the bill seeks to create a clear legislative framework for coalition governance and ensure uninterrupted service delivery. This legislative effort aims to minimize the tumultuous effects seen in recent years where local coalitions struggled to maintain stability. This new legislation was gazetted by the Department of Cooperative Governance and Traditional Affairs in August 2026. It aims to promote more accountable governance through these structural reforms.
The electoral process is managed by the independent Electoral Commission of South Africa (IEC). While digital tools like WhatsApp and online nomination systems have been deployed, the IEC confirmed in April 2025 that no electronic voting would be used, maintaining the use of physical ballots. The scale of the operation is vast: approximately 29 million citizens were registered to vote as of August 2026, with a significant surge of 754,000 new registrations occurring during the June and August 2026 registration weekends. The voting system relies on physical ballots rather than electronic methods. This decision follows a national discussion regarding the potential costs and feasibility of e-voting.
