In short: For nearly three decades, the Autonomous Region in Muslim Mindanao operated as a distinct political entity within the Philippines. Created to honor the cultural identity of Muslim Filipinos, this region managed its own legislative assembly and executive branch, navigating a complex history of resistance, peace negotiations, and constitutional challenges.

Established by Republic Act No. 6734 in 1989, the Autonomous Region in Muslim Mindanao (ARMM) was designed to provide self-governance to five predominantly Muslim provinces: Basilan, Lanao del Sur, Maguindanao, Sulu, and Tawi-Tawi. It stood as the only region in the Philippines with its own government, featuring a Regional Governor, a Vice Governor, and a unicameral Legislative Assembly. While the region held authority over local governance and could legislate on matters related to Sharia law, it remained an integral part of the national territory, with the Philippine President maintaining general supervision.

The region's history is deeply rooted in the 15th-century sultanates of Sulu, Maguindanao, and Buayan, which maintained independence long after Spanish colonization began in 1565. This legacy of autonomy fueled a centuries-long movement for self-determination. In the modern era, this manifested in the ARMM, which sought to balance regional identity with national unity. However, the path was fraught with legal and political friction. For instance, the Supreme Court struck down the creation of a sixth province, Shariff Kabunsuan, in 2008, ruling that only Congress held the power to establish provinces.

The ARMM was eventually disestablished following the 2018 signing of the Bangsamoro Organic Law (BOL). This law, ratified in 2019, paved the way for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The transition involved the creation of the Bangsamoro Transition Authority, marking the end of the ARMM's official existence on February 26, 2019. Despite its dissolution, the region remains a significant case study in the effort to integrate diverse cultural and religious identities into a unitary state structure, reflecting a long-standing dialogue between the central government and the Bangsamoro people.
