Avelo Airlines: From Budget Travel Pioneer to Political Lightning Rod in Five Years
In short: Launched in 2021 to serve underserved routes with low-cost flights, Avelo Airlines quickly expanded into a major regional player. Yet, a controversial 2025 government contract for deportation flights triggered public boycotts, municipal bans, and a strategic retreat from the West Coast, forcing the airline to rethink its business model.
Founded by former Allegiant Air president Andrew Levy, Avelo Airlines emerged in April 2021 as an ultra-low-cost carrier headquartered in Houston. The airline built its initial identity on the 'niche' strategy of connecting smaller airports with nonstop flights, specifically targeting travelers visiting friends and relatives. By late 2024, its base at Tweed New Haven Airport had grown to serve 26 destinations, marking it as the airline's largest hub. The company achieved its first profit in the fourth quarter of 2023, supported by over US$160 million in total invested capital.
The airline's trajectory shifted sharply in April 2025, when it signed a long-term charter agreement with the U.S. Department of Homeland Security to support deportation efforts. This decision sparked intense backlash from local officials, including the mayor of New Haven and the Sonoma County Board of Supervisors, who criticized the move as antithetical to their values. The controversy coincided with broader financial and competitive pressures, leading Avelo to announce the closure of its Burbank base and the cessation of all West Coast operations by December 2025.
By January 2026, CEO Andrew Levy confirmed the airline would terminate the deportation contract, citing both the political controversy and inconsistent revenue. Beyond its operational pivots, the airline faced a significant cybersecurity challenge in late 2025. Security researcher Alex Schapiro disclosed a critical vulnerability in Avelo's reservation system that exposed passenger data, including contact details and itineraries. While the airline successfully deployed fixes within a month of notification, the episode highlighted the complexities of scaling a modern digital airline. Looking ahead, Avelo is preparing for a major fleet transition, having ordered 50 Embraer E195-E2 aircraft to be delivered starting in 2027, signaling a departure from its historical reliance on Boeing 737s.
