How a Pennsylvania County Named for Wales Became a Bellwether for Political Shifts
In short: Established in 1804, Cambria County reflects the complex evolution of American regional identity. Once a reliable swing county in statewide elections, it has undergone a dramatic political transformation over the last two decades, moving from a Democratic-leaning area to a region with some of the largest Republican margins in Pennsylvania.
Located in the Southwest region of the Commonwealth of Pennsylvania, Cambria County was formed in the early 19th century from territories previously belonging to Bedford, Huntingdon, and Somerset counties. Its name is derived from the Latin term for Wales. Today, the county seat is located in Ebensburg, while the broader area encompasses the Johnstown metropolitan statistical area. The landscape is primarily land-based, with water covering less than one percent of its 694-square-mile total area.
The county's political trajectory offers a striking case study in shifting American voting patterns. Throughout the early 2000s, Cambria functioned as a competitive swing district. In the 2000 presidential election, Al Gore secured a victory in the county, and even when George W. Bush won in 2004, it was only the third time the county had supported a Republican candidate since 1928. However, the 2010s marked a decisive pivot. By 2011, the Republican Party gained a majority on the county board of commissioners, and subsequent presidential elections saw massive swings toward the GOP.
This realignment culminated in 2016, when Donald Trump won the county by a margin of 36.8 percent, surpassing the previous modern record set by Lyndon Johnson in 1964. By 2020, that margin had expanded further to 37.34 percent. Beyond its political life, the county is characterized by its Appalachian identity, as identified by Colin Woodard, and its diverse educational landscape, which includes institutions ranging from the University of Pittsburgh at Johnstown to various vocational and technical centers. The region also manages its own resources through entities like the Cambria Somerset Authority, which oversees water supply for the area.
