In short: Complexo do Alemão, a sprawling group of favelas in Rio de Janeiro, owes its name to a Polish man named Leonard Kaczmarkiewicz. After buying the land following World War I, his physical appearance led locals to call the area German's Hill. It has since evolved from rural land into a complex urban landscape.

The transformation of Complexo do Alemão began in the late 1920s with the founding of the Curtume Carioca leather factory, which drew hundreds of workers to the region. The area’s industrial profile solidified after the 1946 inauguration of Avenida Brasil. By 1951, Kaczmarkiewicz subdivided his land, initiating a haphazard settlement process that grew into a dense favela over several decades. The region eventually became synonymous with intense security crises, earning the grim sobriquet Gaza Strip due to frequent, violent clashes between state forces and criminal gangs.

Major state interventions have defined the area's modern history. In June 2007, a massive police operation resulted in nearly twenty deaths, drawing criticism from the United Nations Children's Fund. Later, during the 2010 Rio de Janeiro Security Crisis, a combined force of 3,000 military personnel—including the BOPE, the Army, and the Navy—invaded the favela using battle tanks and armored cars to dislodge traffickers. While the state successfully seized large caches of drugs and weapons, the area remained a flashpoint. In July 2022, another raid resulted in at least 19 deaths, with Human Rights Watch citing evidence of serious human rights violations.

Beyond conflict, the state attempted to integrate the favela through infrastructure, most notably the 2011 launch of a cable car system. Built by the Leitner-Poma group, the 3.5 km aerial lift was the first of its kind in Brazil, designed to improve transit for residents. However, the project faced sustainability issues; services were suspended in 2016 due to funding shortages. Today, the Complexo remains a complex site of state presence, marked by the 2012 establishment of Pacifying Police units and the ongoing struggle to balance security with the rights and needs of its residents.
