The complex history and diplomatic evolution of the United States Embassy in Jerusalem
In short: The relocation of the United States Embassy to Jerusalem in 2018 marked a significant shift in American foreign policy. Beyond the physical move from Tel Aviv, the transition fundamentally altered how the United States manages its diplomatic relations with both Israel and the Palestinian Authority, sparking intense international legal debate.
The United States Embassy officially opened in Jerusalem on May 14, 2018, situated in the Arnona neighborhood. This move followed the Jerusalem Embassy Act of 1995, which had been deferred by successive administrations for over two decades. The site itself is geographically complex, straddling the 1949–67 Armistice line, with parts located in West Jerusalem and others in what some international officials describe as occupied territory. By July 2026, the United States and Israel signed an agreement to establish a permanent embassy complex at the Allenby Compound.
A major diplomatic restructuring occurred in March 2019, when the U.S. Consulate General in Jerusalem was formally merged into the embassy. This ended the long-standing practice of maintaining separate diplomatic missions for Israelis and Palestinians. The former consulate premises on Agron Street were repurposed into the Palestinian Affairs Unit, later re-designated in June 2022 as the U.S. Office of Palestinian Affairs. While this office remains part of the embassy, its direct reporting line to the State Department was intended to signify an upgrade in bilateral relations, though the Biden administration has faced criticism for delays in fulfilling pledges to reopen a separate consulate.
The relocation triggered immediate international friction. In 2018, the State of Palestine initiated a case at the International Court of Justice, arguing that the move violated the Vienna Convention on Diplomatic Relations. Palestine contended that under the 1947 Partition Plan, Jerusalem was intended for international governance rather than the sovereignty of any single state. Furthermore, the embassy's opening coincided with significant violence during the 2018 Gaza border protests, leading to widespread condemnation from various international bodies and foreign officials who argued the decision contravened established UN resolutions.
