The political dynasty of a Spanish Mestizo guerilla leader
In short: Francis "Chiz" Escudero's rise to the Senate presidency is rooted in a lineage that dates back to 1912. His family history blends high-level legal scholarship with revolutionary resistance, creating a political pedigree that has shaped Sorsogon province for over a century.
Escudero’s political DNA is deeply embedded in the soil of Sorsogon. His great-grandfather, Salvador "Gurang" Escudero Sr., entered public service as a councilor in 1912 before becoming a mayor and governor. During the Japanese occupation in 1942, he transitioned from civil leadership to armed resistance, leading one of the province's three guerilla units. This legacy of local governance and wartime defiance set the stage for a family that would become a mainstay of Philippine politics.
Salvador Escudero III maintained this ancestry, holding the role of Minister of Agriculture and Food throughout the Marcos period whilst also acting as Sorsogon's first district representative on two occasions. His wife, Evelina B. Guevara-Escudero, also held representative seats for the same district. This established a multi-generational political stronghold that Francis Escudero eventually inherited. Despite his family’s early encouragement to enter politics as a youth, they initially insisted he complete his legal education at the University of the Philippines before seeking office.
Escudero's own career reflects this blend of academic rigor and strategic maneuvering. A consistent honor student and member of the UP Law Honor Society, he earned degrees in political science and law before becoming a partner at his own firm in 1995. His legislative path has been marked by high-stakes roles: serving as a spokesperson for Fernando Poe Jr. in 2004, pushing for Sorsogon's cityhood in 2000, and eventually leading the Senate from 2024 to 2025. However, his recent tenure was clouded by corruption allegations regarding flood control projects, leading to his ousting in September 2025.
The narrative of Escudero is one of institutional navigation. He has moved between being an independent lawmaker, a member of the Nationalist People's Coalition, and a key figure in various presidential endorsements. Whether championing human rights committees or navigating the complexities of the Finance Committee, his career illustrates how deep-seated family history provides the foundation for modern legislative power.
