Highlands County: A Florida Heartland landscape defined by its inland waters and history
In short: Created in 1921 from the former DeSoto County, Highlands County serves as a distinct inland hub within the Florida Heartland. While often overlooked for coastal destinations, this region balances a significant agricultural and residential identity with a unique geography dominated by expansive lakes and the winding Kissimmee River.
Established in 1921 alongside Charlotte, Glades, and Hardee counties, Highlands County was carved out of the larger DeSoto County. Its name reflects the elevated terrain that characterizes the region. Today, the county seat of Sebring anchors the area, which has evolved from a micropolitan statistical area into a metropolitan statistical area, officially recognized as the Sebring, Florida MSA as of 2023.
The county's geography is defined by its water features, which cover approximately 8.1% of its 1,106 square mile total area. The Kissimmee River serves as the eastern boundary, while Lake Istokpoga stands out as the largest lake within the county borders. This lake is integrated into the regional water network through two specific channels: the Istokpoga canal and the C41 outflow canal. These waterways are managed within the broader context of the Southwest Florida Water Management District.
Demographically, the county has seen shifts in its population, which reached 101,235 by the 2020 census. The area maintains a strong political identity, having consistently favored Republican candidates in presidential elections since 1948. Beyond its political leanings, the county supports a diverse economy and public infrastructure, including a specialized law enforcement radio system that utilizes 24/7 encryption, a unique feature among regional agencies.
Governance is handled by five elected commissioners and an appointed administrator who oversees the day-to-day operations of the county's 31 departments. With over 860 government positions, the administration manages everything from public safety to the Heartland Library Cooperative, which provides essential services across the Florida Heartland. This administrative structure ensures that the county remains a functional, self-contained entity despite its proximity to larger metropolitan neighbors.
