The unlikely Republican who broke barriers in a deep-blue Louisiana district
In short: Joseph Cao made history as the first person born in Vietnam to hold a seat in the United States Congress. Representing a heavily Democratic district in Louisiana, this Jesuit-trained lawyer navigated a unique path, balancing conservative party affiliation with a focus on local recovery after the devastation of Hurricane Katrina.
Born in Saigon in 1967, Cao arrived in the United States as an eight-year-old refugee in 1975. His early life was marked by the upheaval of the Vietnam War, during which his father was held in a re-education camp for seven years. After settling in Houston, Cao pursued a diverse academic path, studying physics at Baylor University and philosophy at Fordham before earning a law degree from Loyola University in New Orleans. His transition into politics was driven by his work as an immigration attorney and his frustration with the federal response to Hurricane Katrina.
In 2009, Cao achieved a political milestone by winning Louisiana's 2nd congressional district, becoming the first Republican to represent the area since 1890. His tenure was defined by a pragmatic, often independent approach. He was the only Republican to vote for the Affordable Care Act in 2009 and frequently crossed party lines on social and fiscal issues. Despite representing a district that leaned heavily Democratic, he sought to secure significant federal funding for local projects, requesting over $1.2 billion in earmarks to aid post-storm recovery efforts.
Cao’s time in office was marked by intense scrutiny and unconventional alliances. He famously challenged the Federal Emergency Management Agency over its handling of New Orleans, leading to leadership changes within the agency. Although he attempted to join the Congressional Black Caucus to better represent his constituency, his request was denied. By the end of his term in 2011, he had been identified by the National Journal as the most liberal Republican in the House, reflecting a legislative style that prioritized local needs over strict partisan orthodoxy.
