In short: The LGM-35 Sentinel was meant to replace aging Minuteman III missiles by 2029. Instead, the program faces massive cost overruns and delays. As acquisition costs climb toward $141 billion, the Pentagon must decide if this high-stakes replacement is essential to national security.

Originally known as the Ground Based Strategic Deterrent (GBSD), the LGM-35 Sentinel program is designed to replace the United States' fleet of 450 Minuteman III missiles. While the initial service goal was 2029, recent 'critical' cost and schedule overruns have pushed the expected initial operational capability into the 2030s. The Air Force plans to procure 634 missiles, including 25 for testing, to maintain 400 operational units across 40,000 square miles.

The program's financial trajectory has been volatile. In January 2024, the Air Force announced costs had exceeded $125 billion, significantly higher than the original $78 billion estimate. A subsequent July 2024 Nunn–McCurdy review revised the total acquisition cost estimate to $141 billion. These increases are attributed to rising costs in missile silo infrastructure and command and control systems. Technical assessments revealed that current Minuteman silos are incompatible with the Sentinel, forcing costly new builds.

The project's development has been marked by intense competition and controversy. In 2020, Northrop Grumman secured a sole-source contract after Boeing withdrew from the bidding process. Beyond the budget, the program faces scrutiny over diverted funds; in 2025, reports emerged that $934 million was diverted from the Sentinel to retrofit a Qatari jet used as Air Force One. While supporters like the ICBM Coalition argue the system is a vital deterrent against modernizing arsenals in Russia and China, critics warn that the high-profile silos could become 'sitting ducks' in a nuclear exchange.
