In short: Since its incorporation in 1797, Baltimore has seen 53 different individuals serve as mayor. While the role has evolved from a two-year term to a four-year limit, the office has frequently been defined by political turnover, corruption scandals, and a unique history of independent city status.

The office of the mayor of Baltimore was established under the city's 1796–1797 charter, with James Calhoun serving as the first mayor. Originally, the position was a two-year term, but this was amended to a four-year term in 1920. A more recent 2022 charter amendment introduced a two-term limit for the office. Throughout its history, the city has maintained a distinct administrative identity, becoming an independent city separated from Baltimore County by the 1851 Maryland Constitution.

The office has seen significant volatility, particularly in recent years. Corruption scandals have led to multiple resignations, including that of Shelia Dixon in 2010 and Catherine Pugh in 2019. Pugh, who served as the 50th mayor, resigned following a fraud and conspiracy scandal involving the sale of her self-published children's books. Following these departures, the city has often seen shifts in leadership, such as when City Council President Jack Young assumed the role after Pugh's resignation.

Despite the turnover, the office has been held by notable historical figures, including Samuel Smith, a Revolutionary War soldier, and Thomas Swann, a member of the Know-Nothing party who later became governor of Maryland. William Donald Schaefer holds the record for the most terms served, holding the office from 1971 until 1987. In 1987, Kurt Schmoke became the first African-American elected to the position. Today, the mayor oversees city services, police, fire protection, and shares responsibility for the public school system.
