In short: Nestled in the Sierra Nevada, Portola is known for its railroad heritage and rugged landscape. Yet, in the late 1990s, this quiet community found itself in the national spotlight during a high-stakes conflict over an invasive fish species that threatened the local ecosystem of nearby Lake Davis.

Portola, the only incorporated city in Plumas County, California, sits along the Middle Fork of the Feather River on the eastern slopes of the Sierra Nevada. With a population of 2,100 as of the 2020 census, the town is deeply connected to its railroad roots. It serves as a crew change site on the historic Feather River Route and hosts the Western Pacific Railroad Museum, which allows visitors to operate locomotives through its unique Run A Locomotive program.

The city's tranquility was interrupted in the late 1990s when the California Department of Fish and Game clashed with residents over the presence of northern pike in Lake Davis, located about 6 miles north of the city. The invasive fish were seen as a threat, leading to a controversial chemical treatment of the lake in 1997. When the pike reappeared in 1999, the conflict persisted until September 2007, when the department successfully eradicated the population using a liquid formulation of rotenone called CFT Legumine.

Beyond its environmental history, Portola experiences a continental Mediterranean climate characterized by snowy winters and dry summers with significant temperature swings. The area is a gateway to outdoor recreation, including the nearby Plumas-Eureka State Park and Lakes Basin Recreation Area. While the town remains small and entirely rural, it maintains a distinct identity shaped by its geography, its history as a railroad hub, and its resilience in managing the ecological health of its surrounding waters.
