A legislative assembly split across four disconnected Indian territories
In short: Most legislatures govern a contiguous region. However, the Puducherry Legislative Assembly oversees a fragmented landscape of four distinct districts, some of which are enclaves surrounded by other Indian states. This unique geography is a lasting legacy of a complex colonial past involving French rule.
The Puducherry Legislative Assembly governs a union territory composed of four geographically disjointed districts: Pudocherry, Karaikal, Mahé, and Yanam. The administrative boundaries are a patchwork of Indian states; for instance, Yanam exists as an enclave within the East Godavari district of Andhra Pradesh, while Mahé is bordered by Kerala. This fragmented structure is a remnant of the era when these regions were under French control.
The transition from French sovereignty to Indian administration was a multi-stage process. In 1946, the region became an overseas territory of France, leading to the creation of a 44-member Representative Assembly on 25 October. Following a de facto treaty on 1 November 1954, the French transferred the four enclaves to the Indian Union, with a formal merger occurring on 16 August 1962. Following the Government of Union Territories Act, 1963, the Legislative Assembly of Pondicherry replaced the Representative Assembly on 1 July 1963.
Today, the assembly is a unicameral body consisting of 33 seats. While 30 members are directly elected through universal adult franchise, the Government of India nominates three members who hold the same powers as elected officials. The legislature also maintains specific protections, with 5 of the 30 contested seats reserved for candidates from scheduled castes. This administrative framework, which limits the number of elected members and allows for central nominations, was established by the 1963 Act and further refined by a 2005 delimitation restructure.
