In short: In 1949, the Republic of China government fled to Taiwan, bringing millions of soldiers, scholars, and national treasures. What began as a temporary exile intended to facilitate a swift military reconquest of the mainland eventually evolved into a permanent shift toward modernization, democratization, and a distinct Taiwanese identity.

Following their defeat in the Chinese Civil War, the Nationalist government, led by Chiang Kai-shek, retreated to Taiwan beginning in December 1949. This exodus included approximately 2 million troops, alongside countless civilians and refugees. The Nationalists arrived with significant assets, including gold, silver, and cultural artifacts from the National Palace Museum, intending to use the island as a staging ground for a counterattack against the newly established People's Republic of China.

Chiang Kai-shek’s ambition to reclaim the mainland was formalized in the top-secret 'Project National Glory.' Throughout the 1960s, the ROC military prepared for a massive seaborne invasion, even attempting to leverage U.S. involvement in the Vietnam War to secure support. However, the United States consistently opposed these plans, conducting aerial surveillance to monitor and discourage Nationalist military maneuvers. The project ultimately collapsed following a series of failed naval operations in 1965, which resulted in significant loss of life and forced a strategic pivot.

The failure of the counterattack marked a turning point in history. Under the leadership of Chiang Ching-kuo, the government shifted its focus from military reconquest to the economic development and modernization of Taiwan. This transition was accompanied by gradual democratization and a process of localization. By the 1990s, the political landscape had shifted significantly, with leaders like Lee Teng-hui redefining the scope of sovereignty to focus exclusively on the Taiwan area, effectively ending the era of the government-in-exile.
