In short: Proclaimed in 1976, the Sahrawi Arab Democratic Republic claims sovereignty over Western Sahara but controls only a fraction of its territory. With its government-in-exile operating from refugee camps in Algeria, this partially recognized state remains a unique, complex case of modern diplomacy, governance, and the quest for self-determination.

The Sahrawi Arab Democratic Republic (SADR) emerged on 27 February 1976, following the withdrawal of Spanish colonial administration from Western Sahara. Proclaimed by the Polisario Front in Bir Lehlou, the republic seeks to represent the Sahrawi people. Today, while it claims the entire territory of Western Sahara, it maintains physical control over only the easternmost one-fifth, known as the Free Zone or Liberated Territories. The majority of the region remains under Moroccan occupation, which refers to the area as its Southern Provinces.

Because the SADR does not control its claimed capital of Laayoune, its administrative heart beats in the Tindouf Province of Algeria. Here, in the refugee camp of Rabouni, the government manages day-to-day affairs for the Sahrawi exile community. The state is structured as a one-party semi-presidential republic, where the Secretary-General of the Polisario Front serves as the head of state. Although the 1999 Constitution outlines a transition toward a multi-party democracy and a market economy upon achieving full independence, the current reality remains deeply intertwined with the Polisario Front’s apparatus.

International recognition of the SADR is a fluctuating landscape. While it has been recognized by 85 states at various times, many have since frozen or withdrawn that recognition. Despite this, the republic holds full membership in the African Union, a status that has historically caused significant friction with Morocco. The UN continues to recognize the Polisario Front as the legitimate representative of the Sahrawi people, maintaining that the population holds a fundamental right to self-determination, even as various peace plans, such as the 2003 Baker Plan, have failed to resolve the long-standing territorial stalemate.
