How the British Defence Secretary evolved from a wartime necessity into a cabinet powerhouse
In short: The role of the UK Defence Secretary is a modern consolidation of once-distinct military offices. Established in 1964, this position replaced the separate ministries of war, air, and the admiralty. Today, the incumbent holds immense strategic authority, overseeing nuclear policy, international alliances, and the entire national defence resource allocation.
The modern office of the Secretary of State for Defence was formally established on 1 April 1964. This creation was a structural revolution that abolished the individual offices of the First Lord of the Admiralty, the Secretary of State for War, and the Secretary of State for Air. By merging the Admiralty, War Office, and Air Ministry into a single Ministry of Defence, the government sought to centralize command and streamline the oversight of the British Armed Forces.
The path to this centralization began decades earlier during the pressures of global conflict. In 1936, Prime Minister Stanley Baldwin created the Minister for Co-ordination of Defence to address concerns that Britain’s military was understrength compared to Nazi Germany. By 1940, Winston Churchill assumed the title of Minister of Defence to ensure a single authority directed the prosecution of the Second World War. By 1946, this role gained seniority, as the three service ministers were formally subordinated to the Minister of Defence, setting the stage for the total integration that followed in 1964.
Today, the Defence Secretary serves as a senior member of the Cabinet and the National Security Council. Their remit is expansive, covering nuclear deterrent policy, strategic multilateral programs like AUKUS and GCAP, and maintaining critical international partnerships with nations including Australia, France, Germany, Ukraine, and the US. The role is supported by a dedicated ministerial team and the permanent secretary, while remaining subject to scrutiny by the Defence Select Committee. Most recently, Wes Streeting was appointed to the position on 20 July 2026, following the resignation of Keir Starmer.
