The Territory of the Military Commander in Serbia was a unique German-occupied puppet state
In short: During World War II, the German military established a singular administrative zone in Serbia to secure vital transport routes and resources. Governed by a series of puppet regimes, the region became a brutal theater of occupation, resistance, and the systematic implementation of the Final Solution under direct Nazi control.
Established in April 1941 following the invasion of Yugoslavia, the Territory of the Military Commander in Serbia was the only region in occupied Yugoslavia governed by a dedicated military administration. This territory encompassed central Serbia, northern Kosovo, and the Banat. Its strategic importance stemmed from critical rail and Danube shipping routes, alongside valuable non-ferrous metal resources. The occupation was characterized by a complex, non-unified command structure, with senior Nazi figures like Heinrich Himmler, Hermann Göring, and Joachim von Ribbentrop appointing direct representatives to oversee security, economy, and foreign affairs.
The German military commander initially relied on poorly equipped occupation troops, including three divisions from the 15th Wave of conscription, which lacked standard heavy weaponry and motorized transport. To manage the population, the Germans installed the Commissioner Government in May 1941, led by Milan Aćimović. This was replaced in August 1941 by the Government of National Salvation under General Milan Nedić. Both regimes functioned as instruments of German rule, lacking international legal status and real authority. They were tasked with administrative duties, including the registration and persecution of Jews and Romani, while the Serbian State Guard served as German auxiliaries.
Resistance emerged quickly, involving both communist-led Yugoslav Partisans and monarchist Chetniks. The German response was marked by extreme violence, including reprisal killings where up to 100 Serbs were executed for every German soldier killed. German forces also led the Final Solution in the region, murdering nearly all Jews through mass shootings in 1941 and mobile gas vans in early 1942. The occupation persisted until 1944, when the combined forces of the Red Army, the Bulgarian People's Army, and Partisan units forced a German withdrawal. Following the war, key leaders were tried for treason and war crimes, with Nedić dying in custody in 1946.
