In short: In 2013, the CIA launched Timber Sycamore, a covert operation to arm Syrian rebels against President Bashar al-Assad. While intended to install a new government, the program became a masterclass in unintended consequences, as weapons flooded into the black market and fell into the hands of extremist groups.

Authorized secretly by President Barack Obama in 2013, Timber Sycamore was managed by the CIA's Special Activities Division. The program functioned as a massive logistics hub based in Jordan, where the U.S. provided military training and equipment while Saudi Arabia supplied the bulk of the weaponry. This included Kalashnikov assault rifles, mortars, rocket-propelled grenades, night vision goggles, and TOW anti-tank guided missiles. Many of these weapons were sourced from Eastern Europe and routed through Jordanian security services to at least 50 vetted rebel groups.

The program's legacy is defined by significant blowback. Critics within the Obama administration warned early on that U.S.-backed rebels were fighting alongside Al-Qaeda affiliates like the al-Nusra Front. These fears were realized as a flood of weapons entered the Middle East's black market. Investigations revealed that some rebel groups sold their MOC-supplied arms to local dealers and Bedouin traders to raise cash, who then traded them to ISIS via encrypted messaging. Furthermore, Jordanian intelligence officials were accused of stealing millions of dollars worth of program weapons to sell for luxury goods.

The geopolitical shift began in 2017 when the U.S. moved to phase out Timber Sycamore. This transition was viewed by some as a 'major concession' to Russia following its military intervention, though others saw it as a strategic pivot toward fighting ISIS specifically. While the program failed its primary goal of removing Assad from power, officials estimate that CIA-backed fighters may have killed or wounded approximately 100,000 Syrian soldiers and their allies over four years.

Timber Sycamore remains distinct from the Pentagon's 'Syrian Train and Equip Program,' which was strictly limited to fighting ISIS. The secrecy of Timber Sycamore meant many details—such as the exact number of trainers or the full range of weapons transferred—remain classified, even though its existence was eventually exposed by investigative reporting in 2016.
