In short: As the director of the Chernobyl Nuclear Power Plant from 1970 to 1986, Viktor Bryukhanov oversaw the facility during its construction and its eventual catastrophic failure. His career, once decorated with Soviet honors, ended in imprisonment as he became a central figure in the blame for the 1986 disaster.

Born in Tashkent in 1935, Bryukhanov was an electrical engineer who rose through the ranks of the Soviet energy sector. By 1971, he was assigned to build an atomic power plant on the Pripyat River. Although he initially proposed pressurized water reactors, he was overruled in favor of RBMK reactors, a decision that would later prove fateful. Throughout his tenure, he was a member of the Communist Party and held various local committee positions, maintaining a career that earned him the Republican Prize of the Ukrainian SSR in 1978.

The disaster on 26 April 1986 fundamentally altered his life. When the fourth reactor exploded, Bryukhanov was initially unaware of the scale of the destruction. Lacking high-range dosimeters, he and his staff struggled to assess the radiation levels, receiving incorrect data that suggested the situation was under control. By July, he faced a turbulent meeting with the Politburo, where he was accused of mismanagement. The Soviet government ultimately blamed the disaster on operator error and local management, though Bryukhanov later discovered evidence of long-hidden design flaws in the RBMK reactors.

Following his arrest in August 1986, Bryukhanov was sentenced to ten years in a penal colony. He pleaded guilty to administrative negligence but contested more serious charges of abuse of power, maintaining that the disaster was caused by the imperfection of the technology itself. Released early in 1991 for good behavior, he spent his later years in Kyiv, working for state energy entities and living with the consequences of the event until his death in 2021 at age 85.
