How a decades-long political dream finally carved a new province from the Philippine landscape
In short: Zamboanga Sibugay is the 79th province of the Philippines, born from a persistent grassroots movement that spanned forty years. Once part of Zamboanga del Sur, this region finally gained its own identity in 2001, transforming from a legislative ambition into a distinct administrative territory with its own unique cultural landscape.
The origins of Zamboanga Sibugay trace back to the 1960s, when local leaders first proposed splitting the expansive Zamboanga del Sur into two separate provinces. Early legislative efforts, including bills introduced by figures like Vincenzo Sagun and Belma Cabilao, failed to gain traction and languished in congressional archives for decades. It was not until the 1993 formation of the Zamboanga Occidental Movement that the push for autonomy regained significant momentum, eventually leading to a successful People's Initiative during the 1997 elections.
The path to formal recognition was paved by Representative George T. Hofer, who championed the cause in the national legislature. His efforts culminated in the passage of Republic Act No. 8973, which President Joseph Estrada authorized in November 2000. Following a successful plebiscite in early 2001, the province was officially established. Hofer, who had served as a physician and mayor before his legislative career, became the province's inaugural governor, serving until 2010.
Today, Zamboanga Sibugay occupies the south-central portion of the Zamboanga Peninsula, covering over 3,600 square kilometres. Its geography is defined by its proximity to Sibuguey Bay and a climate that remains relatively stable, avoiding the country's primary typhoon paths. The province is home to a diverse population of over 660,000, where Cebuano and Chavacano are the most widely spoken languages. While the economy relies heavily on agriculture—including rubber, rice, and corn—the region also hosts various small-scale mining operations and a growing cottage industry sector.
