Why an American adult at 18 still cannot buy a beer until 21
Turning 18 makes most people legal adults, free to sign contracts and control their own affairs. Yet in every US state they must wait until 21 to buy alcohol. The puzzle dissolves once you separate the age of majority from the many ages of licence, which lawmakers set activity by activity.
The age of majority marks the point when parental rights end and a person takes legal control of their own life. Most countries place it at 18. Ages of licence are different: each grants permission for one specific activity, such as driving a car of a given power. They often line up with majority but need not. In most US states a 16-year-old can drive, and in Portugal an 18-year-old may stand for parliament but must be 35 to run for president.
Majority can also arrive early. A court can emancipate a minor, and in almost every jurisdiction marrying does it automatically; some places extend the same status to minors in the armed forces. An emancipated teenager may choose where to live and make financial and medical decisions, but still cannot vote early or skip other age limits set by law. Legally, adulthood begins at midnight at the start of the relevant birthday, although English common law did not always count it that way.
History shows how flexible the idea is. Roman law had no true age of majority, since children stayed under the authority of the head of the family until he died, but it treated girls as adults at 12 and boys at 14, and a later law let people under 25 challenge unfair contracts. The Talmud records that every ruling King Josiah made before turning eighteen was reversed, for fear his youth had clouded his judgement.
The number keeps moving. In the US, the voting age fell from 21 to 18 in 1971 and most states lowered majority to match. Since 2015 some countries have let 16-year-olds vote, and Cuba and Scotland already set majority at 16. Religions keep their own milestones, such as the bar mitzvah at 13 for Jewish boys and bat mitzvah at 12 for girls.
