In short: Overwatch 2 was supposed to be a seamless expansion of its predecessor. Instead, it became a casualty of corporate pressure. The game's evolution reveals how the pursuit of a professional esports league forced developers to prioritize monetization over the original creative vision.

The development of Overwatch 2 was deeply impacted by the Overwatch League, launched in 2017. According to director Jeff Kaplan, the League's existence pushed development toward features more suitable for professional play than for the average player. By 2019 and 2020, as the League failed to meet investment targets during the COVID-19 pandemic, it became what Kaplan described as an 'albatross' that complicated the game's trajectory. The game was originally announced at BlizzCon on November 1, 2019. It was intended to maintain a shared multiplayer environment with the first title. This meant players in either game could compete together while keeping all their unlocked items.

The financial fallout from the League's decline led to intense pressure from Activision management. Blizzard was pressured to expand its staff to match other free-to-play shooters, but resisted the costs. Consequently, the team was forced to push for an earlier release of Overwatch 2. To meet financial targets set by a Blizzard CFO in 2020, the team was forced to expand monetization options—a move Kaplan noted was a direct result of being told the game must hit specific revenue goals or face massive layoffs. The team was forced to prioritize expanding monetization to meet these demands. This shift occurred because the original design made it hard to sell new heroes. Blizzard also had to consider the battle pass as a way to balance engagement with revenue.

This corporate friction led to significant design pivots. To meet release deadlines, Blizzard decoupled the game's PvE and PvP elements, releasing the PvP components first. Furthermore, the original design allowed players to switch heroes freely to counter opponents, which made monetizing new heroes difficult. This conflict between creative freedom and the need for a sustainable free-to-play business model eventually led to Kaplan's departure from Blizzard in April 2021. The game eventually launched in early access in October 2022 before its official August 2023 release. To ensure a timely launch, developers scrapped several story-based cooperative modes. They chose to focus exclusively on player versus player elements instead.
