Why did a flight crew dump fuel over Los Angeles elementary schools?
In short: In January 2020, a Delta Boeing 777 experienced engine failure shortly after takeoff. Instead of dumping fuel over the Pacific, the pilots released thousands of gallons over populated neighborhoods, leaving dozens of children with skin and lung irritation. Aviation experts were left baffled by the decision.
On January 14, 2020, Delta Air Lines Flight 89, a Boeing 777-232ER bound for Shanghai, experienced a compressor stall in its right Rolls-Royce Trent 892 engine. While the aircraft was initially over the Pacific Ocean, the crew chose to return to Los Angeles International Airport for an emergency landing. To ensure the plane did not exceed its maximum landing weight—which could risk structural damage or extended landing distances—the crew initiated a fuel dump.
The decision-making process during the descent remains highly controversial. The crew rejected an offer from air traffic control to stay positioned above the Pacific for fuel jettisoning, asserting that the emergency was manageable. Despite this, the aircraft dumped an estimated 15,000 to 20,000 US gallons of fuel over a five-mile stretch of Los Angeles County. This included areas near five elementary schools and one high school, notably Park Avenue Elementary in Cudahy.
The impact on the ground was immediate. At least 56 people, including students in South Gate and Cudahy, suffered minor skin and lung irritations. Some children even mistook the falling jet fuel for rain. While the FAA noted that standard procedures call for dumping fuel at high altitudes over unpopulated areas to allow for atomization, the Flight 89 crew's actions bypassed these safety norms. The incident eventually led to a $78.75 million class action settlement paid by Delta on August 25, 2025.
