In short: Beyond its meaning as 'Middle Europe,' Mitteleuropa evolved into a potent political vision. Once a concept for economic confederations, it transformed into a strategic plan for German hegemony, involving puppet states and economic exploitation to secure dominance over rivals like Britain and the United States.

The term Mitteleuropa carries diverse connotations, ranging from a simple geographical description of the region between East and West to a complex political ideology. In the first half of the 19th century, theorists like Karl Ludwig von Bruck and Lorenz von Stein envisioned the term as a series of interlocking economic confederations. However, these early plans, including those by Austrian minister-president Prince Felix of Schwarzenberg, faced significant resistance from German states.

Following the Prussian-led unification of Germany in 1871, the concept shifted. It became a tool for German hegemonic policy, particularly as articulated in the Septemberprogramm and the works of Friedrich Naumann in 1915. Naumann’s vision proposed a politically and economically integrated bloc under German rule, which included supporting Germanization and Hungarization to achieve regional 'harmony.' This vision often utilized imperialist rhetoric and imperial condescension toward non-German populations.

During World War I, German elites viewed Mitteleuropa as a way to create an economic backyard for the German Empire. The strategy involved establishing puppet states—such as in Poland and Ukraine—to serve as buffers against Russia and to provide material benefits to the German working classes through territorial annexation. This plan sought to ensure German economic and financial exploitation of the region, allowing the Reich to compete more effectively against strategic rivals like the United States and the British Empire, which viewed such expansion as a threat to continental trade.
