From the halls of Harvard to the mayor’s office of Scranton
In short: Paige Cognetti’s political trajectory is a study in unconventional paths. After teaching in Japan and advising the U.S. Treasury, she traded high-level policy work for the gritty reality of municipal governance, eventually becoming the first woman to lead a city still recovering from deep financial distress.
Cognetti’s political identity is defined by a shift from partisan machinery to independent advocacy. While she served as a fundraiser for Barack Obama and Hillary Clinton in 2008, she notably chose to run for the mayoralty of Scranton as an Independent in 2019. This decision was rooted in her critique of the local Democratic Party’s closed caucus system, which she viewed as undemocratic. She eventually returned to the Democratic fold to secure a full term in 2021, winning with a landslide 72.5% of the vote.
Her tenure in Scranton has been marked by fiscal stabilization and infrastructure revitalization. Taking office following a corruption scandal involving the previous mayor, Cognetti oversaw the city's exit from Pennsylvania's Act 47 financial distress program. This milestone allowed the city to improve its bond rating and move away from a reliance on short-term borrowing. Her administration focused on tangible public works, including stormwater system investments, park improvements, and the demolition of hazardous buildings.
Beyond local governance, Cognetti has been tapped for national influence. In 2024, she was appointed by President Joe Biden to a federal advisory committee focused on trade policy and negotiations. Her career reflects a blend of academic rigor—holding a Master of Business Administration from Harvard Business School—and a practical focus on municipal modernization. She currently seeks to transition to the national stage, announcing her candidacy for Pennsylvania's 8th congressional district in September 2025.
Her background also includes a stint as a special assistant to the state auditor, where she gained early experience auditing school board contracts. This experience in oversight, combined with her work at the U.S. Department of the Treasury, provides the framework for her current role as a prominent figure in both Pennsylvania politics and national trade discussions.
