In short: Before the first shot of World War II was fired, a high-ranking naval officer made a controversial choice: he prioritized strategic planning over raw intelligence. This decision would shape the Pacific theater, but it also left a legacy of debate over the surprise attack on Pearl Harbor.

In 1940, Richmond Kelly Turner served as the Director of War Plans for the U.S. Navy. Alongside Colonel Joseph T. McNarney, he authored the pivotal 'Study of the Immediate Problems concerning Involvement in War.' This work laid the foundation for 'Rainbow Five,' the U.S. war plan that dictated a heavy offensive stance in the Atlantic and a defensive posture in the Pacific. Turner was a master of strategy, eventually heading the Strategy faculty at the Naval War College.

However, his role in the lead-up to Pearl Harbor remains a point of historical contention. In November 1941, Turner drafted a dispatch warning that Japanese aggression was 'probable.' While the President eventually softened this language to 'possible,' Turner chose not to share specific intercepted Japanese communications with Admiral Husband E. Kimmel. Historians note that while Kimmel claimed this lack of detail prevented him from raising the alert level, Turner's actions represented a victory for the 'War Plans' philosophy over the 'Intelligence' school of thought.

Despite the controversy of 1941, Turner became a titan of amphibious warfare. Known by the nickname 'Terrible Turner' due to his caustic personality and fierce temper, he was nonetheless trusted by Admiral Chester Nimitz to lead massive operations. He commanded the forces for the Guadalcanal campaign, the assaults on the Marshall Islands, and the grueling battles for Iwo Jima and Okinawa. By the end of the war, his command oversaw 657,000 personnel, and he was present on the USS Missouri for the Japanese surrender.
