From colonial reserve to littoral warfare: the evolution of Sri Lanka's navy
In short: Situated in the middle of major Indian Ocean sea lanes, Sri Lanka's naval history is a study in adaptation. It transformed from a small coastal force into a sophisticated maritime power capable of asymmetric warfare, evolving to meet threats ranging from world wars to modern suicide crafts.
The roots of the modern Sri Lanka Navy (SLN) stretch back to 1938 with the creation of the Ceylon Naval Volunteer Force. During World War II, this force was absorbed into the British Royal Navy as the Ceylon Royal Naval Volunteer Reserve. In this period, the force gained significant operational experience, crewing converted trawlers and whalers as minesweepers. These vessels, including the first government-purchased warship HMS Overdale Wyke, were used to guard harbors, recover information from downed Japanese aircraft, and even escort the surrender of the Italian sloop Eritrea.
Following independence, the Royal Ceylon Navy was officially established in 1950. The 1950s marked a period of rapid expansion, where the fleet was bolstered with Canadian-built 'River' class frigates and Algerine-class minesweepers. However, a 1962 attempted military coup led to severe budget cuts and a strategic shift. The navy was scaled down, and its role was narrowed to internal security, leaving it poorly equipped for the 1971 JVP Insurrection. It was only after this period that the government began seeking external support, receiving gunboats from China and torpedo boats from the USSR to bolster coastal patrolling.
The most significant evolution occurred during the Sri Lankan Civil War starting in the 1980s. The navy faced a new threat from the LTTE's 'Sea Tigers,' who utilized fast small boats and sophisticated suicide crafts. This forced the SLN to pivot toward asymmetric littoral warfare. The navy began deploying waterjet-powered inshore patrol boats and acquired Israeli Dvora-class fast patrol boats in the late 1980s. These became the workhorses of the fleet, eventually combining with locally built Colombo-class boats to secure the seas against suicide frogmen and maritime gunrunning.
