The Fighting Ninth: Virginia's Most Volatile Political Battleground
In short: For decades, one specific congressional district in Virginia served as a rare ideological outlier. Known as "The Fighting Ninth," it was a place where political loyalty flipped so frequently that it became a legendary site of electoral friction and contested results.
Originally established in 1788 covering counties like Brunswick and Sussex, the district has undergone significant geographic shifts to its current form. Today, it encompasses much of rural southwestern Virginia, including cities like Salem and towns such as Abingdon and Blacksburg. Ranking at R+22 on the Cook Partisan Voting Index, this area is now Virginia's most Republican congressional seat.
The district's reputation for intensity stems from the early 20th century. While the 'Solid South' prevailed, a Republican represented this unique Virginia district from 1903 to 1923—a rarity across the old Confederacy. This period of intense competition led to results so close and occasionally questionable that the area earned its moniker, "The Fighting Ninth."
The political landscape shifted dramatically in the 21st century. While it alternated between parties for much of the 20th century, it has trended heavily Republican since the 1990s. A pivotal moment occurred in 2010 when State Delegate Morgan Griffith unseated 14-term incumbent Democrat Rick Boucher. The shift was fueled by local opposition to figures like Nancy Pelosi and President Barack Obama, as well as a rejection of specific policies like "Cap and Trade."
The district's unique behavior is further evidenced by the 2008 Democratic Primary, where it was the only district in Virginia to cast more votes for Hillary Clinton than Barack Obama. The region has consistently rejected Democratic candidates in every federal and statewide poll since 1996.
