Can a nation-state build its own version of Microsoft Office?
In short: Germany is attempting to break its dependence on American tech giants by building a sovereign productivity suite. By funding open-source alternatives to Microsoft 365, the government aims to ensure that sensitive public data remains under domestic control rather than hosted on foreign corporate servers.
OpenDesk is a free and open-source suite designed specifically for the public sector. It serves as a direct alternative to proprietary software like Microsoft Office, OneDrive, and Teams. By merging various current utilities into one internet-based platform, ZenDiS—the German Center for Digital Sovereignty in Public Administration—enabled this goal, incorporating Element for communication, Nextcloud for data hosting, and Collabora Online for files. The project originated as a fork of Dataport Phoenix, an abandoned initiative previously funded by the German Federal Ministry of the Interior.
The initiative is driven by the goal of 'digital sovereignty,' which seeks to minimize reliance on US-based technology companies. This became a visible geopolitical issue in October 2025 when the International Criminal Court (ICC) announced it would switch to OpenDesk after its chief prosecutor was disconnected from a Microsoft-hosted email account following US sanctions. To support this transition, ZenDiS has collaborated with the French Interministerial Digital Directorate (DINUM) to develop shared features like videotelephony and single sign-on in just 100 workdays.
The financial scale of the project is notable: the German government allocated €45 million to ZenDiS for development as of late 2024. Interestingly, reports suggest this funding represents slightly less than 0.1% of the annual amount spent on proprietary software. While the suite can run on various platforms, experts warn that hosting it on Amazon Web Services or Microsoft Azure would defeat its core purpose. Instead, the enterprise version is offered as a service through StackIT, a platform operated by a subsidiary of the Schwarz Group.
Adoption is accelerating across German infrastructure. In 2025, the Bundeswehr began integrating the suite, and the Federal Ministry of Health prepared to provide it to 7,000 users. Further trials began in early 2026 with major insurers like the Deutsche Rentenversicherung Bund. By allowing organizations to customize which applications they include, OpenDesk provides a modular way for governments to reclaim their digital infrastructure.
