When the law is insufficient, does morality require breaking it?
In short: To solve the murders of civil rights leaders in 1960s Mississippi, the FBI partnered with a ruthless Brooklyn mob enforcer. This historical crime thriller explores the moral gray zone where federal agents must decide if justice is worth the price of extrajudicial violence.
Set against the backdrop of the 1966 civil rights movement, the film follows Special Agent Wayne Strider, a man who believes in the sanctity of the courtroom. However, when local residents are too terrified to speak to federal authorities, his supervisor, Roy K. Moore, authorizes a radical tactic: hiring Greg Scarpa, a notorious mafia hitman. This partnership creates a jarring ideological clash between Strider’s commitment to legal procedure and Scarpa’s reliance on physical coercion and intimidation to extract information.
The narrative highlights the brutal reality of the era, specifically the 1966 death of activist Vernon Dahmer, who died from burns and smoke inhalation after a Klan attack. To find the perpetrators, Scarpa employs methods that violate federal law, dragging suspects into blind spots to beat them into confessions. The film examines the paradox of using a criminal's methods to dismantle a criminal system, even as Scarpa justifies his own brutality by quoting Malcolm X.
The resolution of the film offers a somber reflection on systemic prejudice. While Strider successfully secures the arrest of Sam Bowers and his gang, he is left unsettled by the hypocrisy of a federal system that permits such compromises. The story suggests that while justice was achieved, it was only made possible by pushing beyond ordinary legal bounds, leaving the protagonist to question the integrity of his own career path.
Produced by Hammerstone Studios and others, the film is based on a 2018 Black List script. It premiered in early September 2026 to mixed critical reception, with some reviewers noting a tension between the prestige drama of the true story and the more heightened, 'hammy' performance of the mobster character.
