How the Czech Republic decides its upper house leadership
In short: In October 2026, Czech voters face a dual challenge: electing municipal representatives and deciding the future of the Senate. With one-third of the 81 seats up for grabs, the outcome hinges on a high-stakes, two-round system that demands more than just a simple plurality to win.
The Czech Senate operates on a staggered cycle designed for continuity. Rather than renewing the entire body at once, one-third of its 81 members are contested every two years. These senators serve six-year terms, ensuring that the upper house maintains institutional memory even as political tides shift during the biennial elections.
The electoral mechanism is a two-round system centered on the principle of a majority mandate. In the first round, held on 9 and 10 October 2026, a candidate secures an immediate win only if they capture more than 50% of the valid votes. If no one hits this threshold, the contest moves to a second round on 16 and 17 October, where the two candidates with the highest totals face off in a simple majority run-off.
The 2026 landscape is a complex mosaic of political alliances. The Spolu aliance enters the fray defending 12 seats, including 6 held by ODS, 3 by KDU-ČSL, 2 by TOP 09, and 1 by HSR (formerly of the Svobodní). Meanwhile, the STAN and SLK alliance defends 11 seats, with STAN holding 10. Other incumbents include the Progressive pack, which holds 4 seats across the Pirates, SEN 21, RH, and the Greens, while the governing ANO 2011 defends just a single seat.
To stand for election, candidates must be at least 40 years old, while the voting age remains 18. While political parties can nominate candidates directly, independent contenders face a higher hurdle: they must collect at least 1,000 signatures from voters within their specific constituency to qualify.
