Evika Siliņa: The Lawyer Who Navigated Latvia’s Complex Political Landscape as Prime Minister
In short: Born in Riga in 1975, Evika Siliņa rose from a career in international business law to become Latvia’s second female prime minister. Her tenure, spanning 2023 to 2026, was defined by efforts to build inclusive coalitions and navigate the geopolitical pressures of the ongoing Russo-Ukrainian war on the nation's eastern border.
Evika Siliņa’s path to the premiership began with a legal foundation, having studied at the University of Latvia and the Riga Graduate School of Law. Before entering high-level politics, she spent nearly a decade as a lawyer specializing in business law, representing both private IT and telecommunications firms and government bodies. Her transition into public service was marked by roles at the Ministry of Interior, where she gained recognition for her accessibility to the press and her active campaign against the circulation of synthetic cannabinoids.
Appointed Prime Minister in September 2023, Siliņa led a coalition comprising New Unity, the Union of Greens and Farmers, and The Progressives. Her administration focused on progressive goals, including gender equality and the integration of the Russian-speaking minority through the elimination of 'non-citizen' status. Simultaneously, her government prioritized national security, aiming to bolster the military budget and finalize physical barriers along the borders with Russia and Belarus. These efforts reflected the broader challenges of maintaining stability in a Baltic state during a period of intense regional conflict.
The collapse of her government in May 2026 followed the withdrawal of support from The Progressives. This political rupture was triggered by Siliņa’s decision to dismiss Defence Minister Andris Spruds in the wake of a drone incident in eastern Latvia. Following her resignation on 14 May 2026, she served as a caretaker until the appointment of her successor, Andris Kulbergs. Siliņa, who is fluent in Latvian, Russian, and English, remains a member of the Saeima, continuing her career in Latvian politics after a transformative three-year term as head of government.
