The shifting seat of power in West Bengal's administrative heart

The Government of West Bengal operates through a complex tripartite structure of legislative, executive, and judicial powers. At the ceremonial peak sits the Governor, the state's highest nominal authority and a politically neutral figure who also serves as the Chancellor of the state's universities. The actual executive engine is driven by the Chief Minister, who leads the Council of Ministers and is responsible for the day-to-day governance of the state.
Historically, the administrative nerve center has been the Writers' Building, located in the BBD Bagh area of central Kolkata. However, a significant shift is on the horizon. Due to scheduled repair and restoration work commencing in May 2026, the state's executive headquarters will transition to a temporary administration located at the Nabanna Building in Howrah.
The state's legislative branch is unicameral, consisting of the West Bengal Legislative Assembly, which holds 294 seats. The political landscape of this body was recently reshaped following the 2026 elections, where the Bharatiya Janata Party (BJP) secured a significant majority with 208 seats. This assembly, alongside the Calcutta High Court and the Council of Ministers, forms the core of the state's constitutional authority.
Beyond the political leadership, the government relies on a deep, apolitical bureaucratic hierarchy. This structure balances political oversight with permanent management, ranging from Cabinet Ministers at the apex to senior officers from the Indian Administrative Service (IAS) and the West Bengal Civil Service. This vast network manages 54 different departments, ensuring the continuity of the state's administrative functions even during periods of physical relocation.
