Lake County, Illinois, is a unique landscape where water covers more area than land.
In short: Located immediately north of Chicago, Lake County is a study in contrasts. It is the only Illinois county where water surface area exceeds land, yet it remains a densely populated suburban hub. Once a reliable Republican stronghold, it has transformed into a significant battleground for national political shifts.
Created by the Illinois State Legislature in 1839, Lake County occupies 1,368 square miles, with 67.6% of that territory consisting of water, primarily from Lake Michigan. Its development has been defined by rapid suburbanization over the last three decades, particularly in its northern and northwestern reaches. While historically rural, the county now houses over 714,000 residents, making it the third-most populous in the state. The region is economically diverse, ranging from affluent North Shore communities like Lake Forest to postindustrial areas such as Waukegan and North Chicago, the latter of which hosts the United States Navy’s only recruit training center.
Politically, the county’s trajectory mirrors the broader evolution of the Chicago metropolitan area’s collar counties. Originally a Yankee settlement and a bastion for the Free Soil Party, it remained a rock-solid Republican territory for over 150 years, with the notable exception of the 1912 election. However, the 1990s marked a turning point as the Republican advantage began to erode. By 2020, the county reached a new political milestone when Joe Biden secured 61% of the vote, the highest percentage ever recorded for a Democratic candidate in the county’s history.
Beyond its political and demographic shifts, Lake County is notable for its legal history. It holds the record for the highest payout for a wrongful conviction in the United States, stemming from the case of Juan Rivera, who was awarded $20 million. This settlement included $2 million from John E. Reid & Associates, a firm associated with the controversial Reid technique of interrogation. Additionally, the county settled a civil rights case for $7.75 million with Jerry Hobbs, who had been a pre-trial detainee for 66 months. These cases have drawn significant attention to the consequences of specific investigative practices and the county's role in landmark legal accountability.
