Governing a Megacity: The Complex Evolution of the Municipal Corporation of Delhi
In short: The Municipal Corporation of Delhi is among the world's largest municipal bodies, managing civic services for roughly 20 million people. From its origins in 1958 to its recent reunification in 2022, this massive administrative entity balances local ward-level governance with centralized financial control over a sprawling 1,397-square-kilometer territory.
Established on 7 April 1958 by an Act of Parliament, the Municipal Corporation of Delhi (MCD) replaced the earlier Delhi Municipal Committee. Its governance structure has undergone significant shifts, most notably in 2012 when it was trifurcated into three smaller corporations. However, this fragmentation was reversed in 2022, when the Union Government passed the Delhi Municipal Corporation (Amendment) Bill to merge the bodies back into a single, unified entity, which formally launched on 22 May 2022.
Today, the MCD is headed by the Mayor and oversees 250 wards. To manage its vast responsibilities, the corporation employs a decentralized approach, dividing its territory into 12 zones. Each zone features a ward committee tasked with addressing local community-specific issues. Above these sits the Standing Committee, the highest executive decision-making body. Comprising 18 members, this committee holds substantial power over financial functions, project approvals, and policy implementation. It can also appoint sub-committees to focus on specific sectors, including education, environment, and parking.
The scale of the MCD's operations is reflected in its fiscal year 2025-26 budget, which exceeds ₹17,000 crore, or approximately US$2 billion. Beyond its administrative functions, the corporation serves a population that, according to the 2011 census, showed a literacy rate of 87.6%, significantly outpacing the national average of 74.0%. While the political landscape remains dynamic—with the Aam Aadmi Party winning the 2022 elections and the Bharatiya Janata Party gaining control in 2025—the MCD remains the primary engine for the capital's civic life, distinct from the separate administrations of the New Delhi Municipal Council and the Delhi Cantonment Board.
