The shifting landscape of England's third-tier rugby union competition
In short: National One serves as the lowest nationwide tier in English rugby union. Since its inception in 1987, the league has undergone numerous structural changes, renaming, and reclassifications. Today, it remains a vital proving ground for clubs, balancing promotion aspirations with the constant threat of relegation to regional divisions.
Founded in 1987 as Courage League National Division Three, the competition has evolved alongside the professionalization of English rugby. Its identity has shifted frequently; it was renamed National 1 after the 1997 restructuring, became National 2 in 2000, and finally settled as National League 1 following the 2009 formation of the professional RFU Championship. Throughout these decades, the league has adjusted its size, moving from 16 teams back to its current format of 14 clubs.
The modern structure, solidified by the Rugby Football Union for the 2022–23 season, requires each team to play 26 matches. The stakes are high: the champions earn automatic promotion to the Championship, while the runners-up face a playoff against the 13th-placed Championship side. Conversely, the bottom three teams face automatic relegation to the National League 2 East, North, or West divisions, determined by their geographical location. The 11th-placed team also faces a precarious playoff against tier-four runners-up to retain their spot.
The league's history reflects the volatility of club rugby. Of the original teams that participated in the 1987 inaugural season, only Plymouth Albion remains at this level. Others have seen their fortunes diverge significantly: Exeter has ascended to the Premiership, while clubs like the Metropolitan Police have dropped to the 11th tier, and Wakefield has disbanded entirely. This history underscores the intense competitive pressure inherent in the English club system, where performance dictates a team's trajectory across the national pyramid.
