How a 1997 bank robbery forced the LAPD to rethink its entire tactical arsenal
In short: On February 28, 1997, two heavily armored men armed with illegally modified automatic rifles engaged in a prolonged shootout with police in North Hollywood. The incident, broadcast live by news helicopters, exposed the fatal limitations of standard-issue police sidearms and sparked a national debate on law enforcement firepower and equipment.
The North Hollywood shootout began at 9:16 a.m. when Larry Phillips Jr. and Emil Mătăsăreanu entered a Bank of America branch. The pair, who had previously robbed armored cars and other banks, were prepared for a confrontation. They wore homemade body armor that protected their vital organs, rendering the 9mm pistols and 12-gauge shotguns carried by responding patrol officers largely ineffective. As the robbers exited the bank, they unleashed a barrage of gunfire, pinning down officers and wounding twelve police and eight civilians.
The disparity in weaponry was stark. While police relied on standard-issue handguns, the robbers utilized illegally modified Norinco Type 56 rifles and a Bushmaster XM-15, firing approximately 1,100 rounds during the engagement. Police fired about 650 rounds in return, but their inability to penetrate the robbers' armor forced a tactical shift. Officers eventually sought higher-powered AR-15 rifles from a nearby gun shop, and a SWAT team arrived 18 minutes into the battle to assist in containing the suspects.
The standoff concluded with the deaths of both perpetrators. Phillips, wounded and struggling with a jammed rifle, died from a self-inflicted gunshot wound to the chin, followed by a spinal injury from police fire. Mătăsăreanu, incapacitated by SWAT officers who targeted his unprotected lower legs, bled to death after paramedics were delayed by safety protocols. The event remains one of the most significant gun battles in U.S. police history, fundamentally altering how patrol units are equipped and trained for high-intensity threats.
